Staffing Services for Accessible Menu Conversion Project

Modern Technology for the Blind, a 501(c)(3) organization, is issuing this Request for Proposal (RFP) for staffing services to support our Accessible Menu Conversion Project. We are seeking a staffing partner to recruit, place, and manage a specialized team for a 12-month contract.
Project Overview
Our initiative aims to make restaurant menus more accessible across the USA and beyond by converting traditional online menus into a standardized accessible format using technology and artificial intelligence. Samples of menus created with the Menus4ALL template can be reviewed at Menus4all.online.
Vendor Eligibility Requirements
To be eligible to bid on this project, vendors must:
- Be a US-based non-profit or for-profit organization
- Provide documentation demonstrating ability to recruit and place persons with disabilities
- Preference given to certified Disability-Owned Business Enterprises (DOBE), Veteran Disability-Owned Business Enterprises (V-DOBE), or Service-Disabled Veteran-Owned Business Enterprises (SDV-DOBE)
- Have verifiable experience in disability-inclusive hiring practices
Scope of Work
We are seeking a staffing firm to:
- Recruit and place qualified candidates with disabilities for all positions listed below
- Handle all payroll, benefits administration, and employment compliance
- Provide ongoing HR support and performance management coordination
- Facilitate bi-weekly invoicing and payment processing
- Ensure smooth onboarding and team integration
Required Positions (All team members must have disabilities)
Priority: Candidates with low vision or other visual impairments are ideal, but we are open to qualified candidates with other disabilities.
- Project Manager (1) - Team leadership, coordination, and mentoring
- WordPress Developer (1) - Technical development and implementation
- SEO/Social Media Specialist (1) - Digital marketing, outreach, and customer communications
- AI Specialists (2) - Menu data collection and XML file quality assurance
Candidate Qualifications
- Must have a disability (low vision/visual impairments preferred, but open to other disabilities)
- Relevant experience in their respective fields
- Can be current college students, recent graduates, or established professionals
- Must have reliable internet connection and laptop for remote work
Compensation Structure
| Students | 10 hours/week at $17.00/hour |
| Young Professionals | 20 hours/week at $20.00/hour |
| Established Professionals | 20 hours/week at $20.00-$30.00/hour (based on role and experience) |
| Training Period | 2-week paid training: 10 hours per week for all team members |
These rates represent our budget parameters. Please confirm your ability to work within these rates or propose alternatives with justification.
Contract Terms
- Duration: 12 months
- Payment Terms: Bi-weekly invoicing
- Work Model: Fully remote
Proposal Requirements
Please submit a proposal that includes:
- Vendor documentation proving US non-profit or for-profit status
- Evidence of disability-inclusive practices: Certification (DOBE, V-DOBE, SDV-DOBE) OR documentation demonstrating your ability to recruit and place persons with disabilities (case studies, references, partnerships with disability organizations, etc.)
- Your approach to recruiting candidates with disabilities for these specialized roles
- Detailed fee structure (markup percentage, administrative fees, etc.)
- HR and payroll management services included
- Timeline for recruitment and placement
- References from similar staffing engagements, particularly with disability-focused organizations
- Your firm's experience with disability inclusion and accommodation
Evaluation Criteria
- Evidence of disability-inclusive hiring capabilities
- DOBE/V-DOBE/SDV-DOBE certification (preferred)
- Experience recruiting candidates with disabilities
- Cost competitiveness and value
- Recruiting timeline and methodology
- Quality of references and past performance
- Understanding of accessibility and disability inclusion
Timeline
- RFP Response Due: November 22, 2025, Revised(10/27/25)
- Vendor Selection: November 28, 2025
- Contract Award: Only upon Delta Gamma Foundation funding approval
- Project Start Date: To be determined upon funding approval
